chore: 清理旧版web目录并更新工程配置

- 移除废弃的 gin-vue-admin 旧版 web/ 前端目录（现用 frontend/）
- SQLite 连接池上限与 WAL/busy_timeout 配置调整；/release 加入忽略
- 更新项目管理脚本（manage-project.ps1/项目管理.bat）
